For PS1/2, the internal serials are standardized with hyphen (example: SLUS-01234)

If a verification is submitted with only a mould SID, and that SID does not already belong to an existing entry, a new line should be created with just that SID (see https://forum.redump.info/topic/49336/psx-disneys-donald-duck-quack-attack/ (forum post), https://redump.info/disc/27305/ (entry) as an example).

If a more complete entry is later submitted which matches an existing lone mould SID, this information can be merged.
